The Public Procurement Agency is developing a Green Procurement Policy to enhance the Government of Newfoundland and Labrador’s sustainable purchasing practices and requirements. The Public Procurement Agency wants to hear from stakeholders and the public to ensure that any newly developed policy meets the needs and expectations of both residents and industry leaders in Newfoundland and Labrador.
Green procurement means procuring goods and services with a reduced environmental impact compared to similar offerings. An environmental impact is defined as any change to the environment, whether harmful or beneficial, resulting from activities, products, or services.
Environmental impacts are considered along with elements such as price, availability, quality and performance. This is typically achieved by including environmental impact criteria in the evaluation of bids for public body contracts. Additionally, there are a number of other tools that may be used to support this goal, including the use of a Supplier Codes of Environmental Conduct.
Given the purchasing power of public bodies, A Green Procurement Policy may reduce the negative environmental impacts involved in the use products and services public bodies require for its operations. The policy would act as a tool to encourage businesses to adopt more sustainable products, services and processes. This may result in benefits such as:
Reduced energy use and/or greenhouse gas emissions and/or enhanced energy efficiency;
Reduced use of toxins;
Reduced waste and, where appropriate, facilitating enhanced recycling and/or repurposing efforts; and
Alignment with national and international ecolabel standards and requirements.
