The Department of Municipal and Provincial Affairs wishes to thank residents of Local Service Districts and Unincorporated Areas who participated in the consultation process to help inform planning for regionalization as a means to provide more efficient and effective services for the people of Newfoundland and Labrador. The consultation period extended from August 9, 2021 to September 3, 2021. Feedback from the engagement process is presented in the What We Heard documents.

Context

Newfoundland and Labrador is one of only two jurisdictions in Canada without any form of regional government. Currently, formal service sharing between communities is limited and inconsistent.

In November 2020, the Minister of Municipal and Provincial Affairs established a Joint Working Group on Regionalization with representatives from the department, Municipalities Newfoundland and Labrador and the Professional Municipal Administrators of Newfoundland and Labrador.

The objectives of the working group are to:

  • Establish a baseline for the municipal sector today based on primary/secondary research;
  • Review relevant research literature for potential models of regionalization;
  • Determine the most relevant good practices in regionalization;
  • Engage joint councils, local service districts and other groups of communities; and
  • Prepare a report with recommendations informed by research results.

The Joint Working Group on Regionalization is seeking input from residents of Local Service Districts and Unincorporated Areas to help inform planning for regionalization as a means to provide more efficient and effective services for the people of Newfoundland and Labrador.

The collection of personal information falls under the authority of section 61(c) of the Access to Information and Protection of Privacy Act, 2015 for the purpose of collecting public feedback on local governance service sharing and regionalization.

This information will be collected by the Department of Municipal and Provincial Affairs on behalf of the Joint Working Group and the Government of Newfoundland and Labrador. Any personal information that may be received will be governed in accordance with the Access to Information and Protection of Privacy Act, 2015 and will only be used for the purpose of providing a response to submissions received and informing public engagement results at the end of the process.

It is noted that your submission, including name and contact information, may be shared with the relevant departments, provincial agencies, boards or commissions, in order to potentially address your feedback if necessary.
