Overview
Government of Newfoundland and Labrador has received an application by the Association of Engineering Technicians and Technologists of Newfoundland and Labrador (AETTNL) requesting the establishment of professional recognition and Right to Title legislation for certified applied science and engineering technicians and technologists in Newfoundland and Labrador.
What is AETTNL?
AETTNL is a non-profit, self-governing organization, formed in 1968, that represents more than 1,200 technical professionals in the province.
Members work in both the private and public sectors in the following applied science and engineering technologist and technician disciplines: bioscience, instrumentation, industrial mechanical building, civil mining, forestry, chemical, petroleum, geomatics/surveying, electrical and electronics.
What is Right to Title legislation?
Right to Title legislation relates to a profession where only members of a regulatory body can make use of specific titles and abbreviations allowed to them by law. Individuals who are not members of that regulatory body may practice the occupation, but they may not use any of these titles or allow others to believe (by using a similar title or abbreviation) they are members of a regulatory body.
The proposed legislation would mandate that AETTNL be the provincial certifying body for applied science and engineering technicians and technologists in the province and that its professional designations be provincially recognized and protected for use by certified members of the Association only. All provinces have implemented or intend to implement Right to Title legislation for these occupations.
What titles are being considered?
Professional Technologists: PTech, Ptech., P.Tech.
In its application, AETTNL identified three issues to be addressed through Right to Title legislation: quality guarantee, enhanced worker mobility and increased public confidence.
Impacts of Right to Title legislation
Should the application be approved, and Right to Title legislation be enforced, there would be no impact on members of the AETTNL.
Legislation will not diminish current or future employment opportunities for non-members who are not certified.
This proposed legislation would not restrict the right of any person to carry on any occupation.

We are seeking input from AETTNL members, non-members and the public via a survey regarding Right to Title legislation for applied science and engineering technicians and technologists in Newfoundland and Labrador. AETTNL members will receive a survey directly from the Newfoundland and Labrador Statistics Agency. All others are encouraged to email [email protected] to request access to the survey.

This survey will be available from July 10, 2019 to August 2, 2019. It should take you approximately 5-10 minutes to complete this survey.
AETTNL members will receive an email with access to the survey. Non-members and the public can access the survey by emailing [email protected]; a link to a survey will then be sent to you.

How will your input be used?
The information we receive will be reviewed by the Department of Advanced Education, Skills and Labour and Service NL. All feedback will be considered when developing the report regarding the request for Right to Title legislation.
